How to get a Fire NOC for Hospitals in India

A Fire NOC (No Objection Certificate) is a certificate issued by the local fire department that indicates that a building complies with the fire safety regulations set forth by the National Building Code of India (NBC) and the National Fire Protection Association (NFPA). In India, a Fire NOC is required for all commercial and public buildings, including hospitals.

Here is a step-by-step guide on how to get a Fire NOC for a hospital in India:

1.     Conduct a Fire Safety Audit: Before applying for a Fire NOC, it is important to conduct a fire safety audit of the hospital to ensure that it complies with the NBC and NFPA regulations. This includes a review of the building design, fire alarm and sprinkler systems, fire extinguishers, emergency lighting, evacuation plans, and fire-safe storage and handling practices.

·        Fire audit is compulsory for all hospital building ht more than 15 mtr , preferably by 3rd party , twice in year. ( Auth NBC part IV E7)

 


2.     Submit the Required Documents: The next step is to submit the required documents to the local fire department. This typically includes the building plans and specifications, a certificate of occupancy, and any other relevant documents related to the fire safety systems and practices in the hospital.

The below mentioned are the required documents needed for filing a Fire NOC Application –

·        A Copy of the Site Plan

·        A Copy of the Basement Floor Plan

·        A Copy of the Ground Floor Plan

·        A Copy of the Floor Wise Plan

·        A Copy of the Terrace Plan

·        A Copy of the Section Plan

·        A Copy of the Elevation Plan

·        Signature of the building owner and authorised technical personnel on all the document copies mentioned above

·        Certification of the Building Stability

·        The Identification Details and Residential Details of the Applicant

·        A Building Photograph

·        Approved Certification of the Electrical Wiring done in the building

·        Any applicable Deviations or any Contraventions that have been approved by the Architect or Site Engineer

3.     Pay the Fees: A fee is usually required to be paid at the time of submission of the application. The amount of the fee will depend on the size and complexity of the hospital.

FIRE NOC certificate is free of cost service in some state like MP , in some state vary between 1000 to 10000 INR based on area.

Rs. 2500/- Renewal of Fire NOC fees.

4.     Inspections and Tests: Once the application and required documents have been submitted, the local fire department will conduct an inspection of the hospital to verify that it complies with the NBC and NFPA regulations. This may include testing of the fire alarm and sprinkler systems, and a review of the evacuation plans and fire-safe storage and handling practices.

5.     Issuance of Fire NOC: If the hospital passes the inspection and tests, the local fire department will issue a Fire NOC. The Fire NOC is valid for a specified period of time and must be renewed regularly to ensure that the hospital continues to comply with the NBC and NFPA regulations.

Validity of NOC : 01 Year

Timeline to issue approval of Temporary/Provisional NOC for Fire Safety of Building in 60 days from the submission of proper application with required documents and renewal of NOC in 30 days.

In conclusion, getting a Fire NOC for a hospital in India is a necessary step to ensure that the hospital complies with the fire safety regulations set forth by the NBC and NFPA. By following the steps outlined above, hospitals can ensure that they have the necessary fire safety systems and practices in place and minimize the risk of fire incidents.
